The Skilled Worker in Manitoba Stream (SWM)  is one of the most important immigration options under the Manitoba Provincial Nominee Program, commonly called the MPNP. Manitoba Immigration currently refers to this option as the Skilled Worker in Manitoba Pathway, and it is designed for applicants who have a strong connection to Manitoba through ongoing employment in the province.

This pathway may help eligible foreign workers in Manitoba apply for a provincial nomination and later apply through IRCC for the Canadian permanent residence. The Provincial Nominee Program allows provinces and territories to nominate people who have the skills, education and work experience needed by their economy, who want to live in that province, and who want to become permanent residents of Canada.

What is the Skilled Worker in Manitoba Stream?

The Skilled Worker in Manitoba Stream is for eligible applicants who are already connected to Manitoba’s labour market. The main connection is usually ongoing Manitoba employment with a Manitoba employer.

The MPNP states that this pathway nominates applicants who have a strong connection to Manitoba through ongoing employment and who have the skills, education, training, work experience and official language proficiency needed to contribute to Manitoba’s economy and community.

The broader Skilled Worker Stream is locally driven and based on the needs of Manitoba employers. Manitoba selects internationally trained and experienced workers who have skills needed in the local labour market and nominates them for Canadian permanent residence. The Skilled Worker Stream includes two main pathways: Skilled Worker in Manitoba and Skilled Worker Overseas.

Who is the Skilled Worker in Manitoba Stream for?

This pathway is generally suitable for foreign workers who are currently working in Manitoba and have a valid work permit. It may also apply to certain international graduates who studied in another Canadian province or territory and are now working in Manitoba.

Main eligibility requirements | Skilled Worker in Manitoba

To apply through the Skilled Worker in Manitoba Stream, create an Expression of Interest, also called an EOI where you should normally meet the following requirements:

Qualifications You must have the training, education, licence or certification required for your position.
Language ability You must show enough English or French ability to perform your job duties and establish economically in Manitoba.
Settlement plan You must demonstrate your intention and plan to live, work and settle in Manitoba as a permanent resident.
Strong Manitoba connection Your employment and settlement plan must show that your connection to Manitoba is stronger than ties to another Canadian province.

Ongoing Manitoba employment requirement

The most important requirement for the Skilled Worker in Manitoba Stream is ongoing Manitoba employment. This means that your connection to Manitoba must be based on real employment, not only a general interest in moving to the province.

Your Manitoba job offer should be full-time, long-term and from the same Manitoba employer with whom you have completed the required qualifying work period at the time of your EOI. The MPNP’s EOI guidance defines full-time employment, for work experience calculation purposes, as at least 30 hours of work per week.

Your employment history should be supported by clear documents such as a work permit, job offer letter, employment confirmation letter, pay slips, tax documents, job duties and employer information.

Job offer requirements

A strong job offer is a key part of this pathway. The job offer should clearly show:

  • your job title
  • job duties
  • wage or salary
  • work location
  • number of hours per week
  • whether the position is long-term
  • employer contact information
  • required education, training, licence or certification
  • whether the role is consistent with your experience and qualifications

You must have all qualifications required for the position, including training, education and any required licence or certification. If your occupation is regulated in Manitoba, you may need to show that you have taken the required steps with the proper regulatory body.

Language requirements for Skilled Worker in Manitoba

Applicants must demonstrate sufficient official language ability in English or French to perform the duties of their job and establish economically in Manitoba. The MPNP states that all applicants must have job-ready English and that, in general, CLB 4 is considered the minimum English language ability for employment in Canada, although many occupations require higher proficiency.

Language test requirements can depend on the applicant’s occupation and situation. The MPNP notes that all applicants except those currently working in Manitoba in TEER 0, 1, 2 or 3 must submit approved language test results to demonstrate English proficiency.

Because language requirements can affect both eligibility and EOI ranking points, it is important to review your NOC/TEER category, job duties and test results before submitting an Expression of Interest.

Settlement plan and intention to live in Manitoba

You must show that you genuinely intend to live and work in Manitoba as a permanent resident. A strong settlement plan should explain why Manitoba is your chosen destination, where you plan to live, how your employment supports your long-term settlement and why your ties to Manitoba are stronger than any ties to another Canadian province.

The MPNP can refuse an application if it is not satisfied that the applicant’s connection to Manitoba is stronger than their connection to another province. This is why applicants with past study, work, family or immigration history in another province should prepare the file carefully

How the MPNP Expression of Interest system works | EOI

The EOI is not a full application. It is an online profile where candidates answer questions and receive ranking points based on their answers. The profile is then placed in a pool of eligible candidates.

The MPNP states that an EOI profile is valid for one year from the date it is submitted. A candidate can only have one active EOI at a time. Submitting an EOI does not guarantee nomination or an invitation to submit a full application.

Candidates must keep their EOI information accurate and complete. If false or misleading information is provided, the EOI may be refused and the applicant may be banned from submitting another EOI for two years

MPNP ranking factors

The MPNP EOI ranking system assigns points based on six main factors:

  1. Language proficiency
  2. Age
  3. Work experience
  4. Education
  5. Adaptability
  6. Risk assessment

The MPNP ranks candidates in the pool and may invite the highest-scoring candidates to submit a full application. Manitoba also reserves the right to limit or exclude EOIs in certain occupations where there are high volumes of submissions, limited employment outlooks or other barriers to employment in Manitoba.

Step-by-step application process | Guide

Step 1: Review your eligibility

Before submitting an EOI, confirm that you meet the Skilled Worker in Manitoba requirements. This includes reviewing your work permit, Manitoba employment history, job offer, NOC/TEER category, language ability, education, licensing and settlement plan.

Step 2: Create an Expression of Interest profile

Create an online EOI profile through the MPNP system. The MPNP states that the EOI process applies to pathways under the Skilled Worker Stream and International Education Stream, except for the International Student Entrepreneur Pilot.

Step 3: Wait for a Letter of Advice to Apply

If your profile is competitive, the MPNP may issue a Letter of Advice to Apply. Only after receiving an LAA can you submit a full application to the MPNP.

Step 4: Submit your full MPNP application

After receiving an LAA, submit the full application with accurate documents. The MPNP will assess the application and may request additional information if needed. Manitoba’s official application process confirms that applications are assessed by an MPNP officer and successful applicants are nominated by the MPNP.

Step 5: Receive provincial nomination

If approved, you will receive a provincial nomination from Manitoba. A nomination allows you to move to the federal permanent residence stage, but it is not the same as permanent residence.

Step 6: Apply to IRCC for permanent residence

After nomination, you must apply separately to the Government of Canada for permanent residence. Manitoba’s application process states that successful nominees must make a separate permanent residence application to the Government of Canada within 180 days from the date of nomination.
